Assessment Committee Meeting on Official Language Implementation Held at ICAR-RCER, Patna

An Assessment Committee Meeting was held on October 08, 2025 at the ICAR Research Complex for Eastern Region (RCER), Patna to evaluate the performance of technical personnel engaged in Official Language (Hindi) work under the Technical Service Rules. The meeting was organized to assess the five-year performance reports of Category II and Category III employees working in the field of Official Language Hindi at ICAR-RCER, Patna and its Regional centre.

The first assessment committee evaluated the work of Category III employee of the Farming Systems Research Centre for Hill and Plateau Region (FSRCHPR), Ranchi. The committee comprised the following members:
• Shri Dheeraj Sharma, Joint Director (Official Language), ICAR–National Dairy Research Institute, Karnal — Chairman
• Dr. Surendra Narayan Yadav, Associate Professor & Head (Retd.), Department of Hindi, Purnea University, Purnea (Bihar) — Member
• Dr. Pradeep Kumar Sinha, Associate Professor (English) & Principal (Retd.), R.S. College, B.R. Ambedkar Bihar University, Muzaffarpur (Bihar) — Member
• Dr. Puran Singh, Former Joint Director (Official Language), Department of Economic Affairs, Government of India, New Delhi — Member
• Shri Pushpanayak, Chief Administrative Officer, ICAR–RCER, Patna — Member Secretary
The committee thoroughly reviewed the five-year performance records of the Category III (Hindi Translator) employee, discussed the nature and quality of work accomplished in promoting the use of Hindi, and provided valuable remarks and recommendations. The members appreciated the consistent efforts made to propagate Hindi in official communication and documentation.

Another committee, under the same Chairmanship of Shri Dheeraj Sharma, assessed the performance of Category II employee of ICAR-RCER, Patna. The committee consisted of:
• Shri Dheeraj Sharma, Joint Director (Official Language), ICAR–National Dairy Research Institute, Karnal — Chairman
• Shri Pushpanayak, Chief Administrative Officer, ICAR–RCER, Patna — Member
• Dr. Anjesh Kumar, Retired Chief Technical Officer (Hindi Translator), Indian Institute of Natural Resins and Gums, Ranchi — Member
• Mrs. Anima Prabha, Senior Technical Officer (Hindi Translator), FSRCHPR, Ranchi — Member
• Dr. Shivani, Principal Scientist, ICAR–RCER, Patna — Member
• Shri Vipul Raj, Administrative Officer, ICAR–RCER, Patna — Member-Secretary

This committee reviewed the official work and performance of the Category II employee during the past five years in the domain of Official Language Hindi. The members expressed satisfaction with the efforts being made towards the progressive use of Hindi in administrative and scientific communication. They also offered valuable suggestions for improving Hindi correspondence, translation practices, and reporting mechanisms within the institute. 

Both the committees appreciated the commitment of the institute towards the promotion of Hindi in official work and emphasized the need for continued capacity-building initiatives for translators and staff. The experts advised greater use of Hindi in official correspondence and scientific documentation, along with regular review and feedback mechanisms to ensure effective implementation of the Official Language Policy of the Government of India.

Dr. Anup Das, Director, ICAR-RCER, Patna, expressed gratitude to the committee members for their valuable time, expert guidance, and constructive recommendations. 

Shri Pushpanayak as Head of Office, ICAR-RCER, Patna, appreciated the valuable guidance of the expert committee members and expressed that such reviews play a crucial role in motivating employees and improving the overall standard of Hindi work in the organization.

 Shri Vipul Raj, Administrative Officer expressed gratitude to all committee members for their active participation and insightful observations. "The meeting concluded with a vote of thanks to the Chair and members for their contribution to strengthening the Rajbhasha implementation framework across ICAR-RCER and its regional centre", said Sh.
